For the most part usability guidelines will not change over time. Guidelines that were set for the internet years ago still apply today. Some of these guidelines are not quite as important as they were when they were set up, but they still apply today. The article stated very clearly why usability guidelines do not change. It said, "Usability guidelines endure because they depend on human behavior , which changes very slowly, if at all. What was difficult for users twenty years ago continues to be difficult today. People can only remember so many things, and we don't get any smarter."
